The Opportunity through Energy Savings Performance Contracts (ESPCs)
In the early 1990s, Congress passed legislation that assisted PHAs in addressing their capital needs while providing incentives for reduced utility costs. Additional legislation soon followed that established Energy Savings Performance Contracts (ESPCs) as a method to fund essential capital improvements through the energy savings of the infrastructure investments. Most recently, the Energy Policy Act of 2005 extended the payback period of such projects from 12 years to 20 years.
