What is UMCS II and why is it
important?
UMCS II is a contract vehicle accessible to all branches and
agencies of the federal government. It is designed to simplify
and accelerate the acquisition process of the following systems
and related services:
- Utility Monitor and Controls Systems (UMCS) – energy
management and building automation systems
- Heating, Ventilation and Air Conditioning equipment (HVAC)
- Fire Alarm Systems (FAS)
- Electronic Security Systems (ESS)
- Supervisory Control and Data Acquisition systems (SCADA)
- Other automated systems
Siemens Building Technologies has been awarded UMCS II contract
DACA87-03-D-0028, an Indefinite Delivery/Indefinite Quantity (IDIQ)
contract issued by the U.S. Army Engineering and Support Center
in Huntsville, Alabama. Through UMCS II, Huntsville Center and
Siemens work together to ensure projects are delivered in a timely
and cost- effective manner to the satisfaction of the end-user
agency.
About U.S. Army Engineering & Support Center, Huntsville
Center
The Huntsville Center is a specialized agency of the U.S. Army
Corps of Engineers. The Center can provide any of the following
services as required by the end-user: engineering, construction,
contracting and management services for the U.S. Armed Forces and
other federal agencies. Located at Huntsville are Centers of Expertise
for UMCS, HVAC equipment and systems, ESS and other systems, offering
specialized design, acquisition and installation oversight.
Designing, procuring and installing complex monitoring and control
systems are highly specialized skills. The Electronic Technology
Systems Team at Huntsville Center consists of highly skilled and
experienced engineers in the field of electronic data acquisition
systems. This team and their services are made available to any
federal agency intending to procure and install systems of this
nature.

UMCS II Procurement Process:
- End-user and Siemens identify problems and needs
- Siemens proposes solution
- Siemens and end-user develop scope of work
- End-user allocates funds
- End-user transfers funds to Huntsville Center
- Huntsville Center creates statement of work from the end-user
scope of work
- Huntsville Center manages acquisition and issue of task order
to Siemens
